Bizkaia Provincial Council is committed to making its website accessible in accordance with Royal Decree 1112/2018, of 7 September, on the accessibility of public sector websites and applications for mobile devices.

Occasional instances of non-compliance with RD 1112/2018 may occur in the following cases:

  • There are errors in the use of semantic labelling that reflects the information and relationships of the content, as well as the name, function and value of all components of the pages [requirements number 9.1.3.1 and 9.4.1.2 of UNE-EN 301549:2022].
  • There are errors relate to colour contrast in text elements [requirement number 9.1.4.3 of UNE-EN 301549:2022]. 
  • There are pages where keyboard navigation is not optimal and the focus is not visible for some elements [requirement number 9.2.4.3 of UNE-EN 301549:2022].
  • There are some pages where keyboard navigation is not optimal [requirement number 9.2.1.1 of UNE-EN 301549:2022].
  • There is content that does not respect the font size set for the user’s system [requirement number 11.7 of UNE-EN 301549:2022].
  • There are office files that do not fully comply with all accessibility requirements.

We currently have a review team that is correcting these errors.

Implementation procedure

If, after submitting a request for accessible information or a complaint, it has been rejected, you disagree with the decision or the response does not meet the requirements set out in Article 12.5 of Royal Decree 1112/2018, the person concerned may initiate a complaint. Likewise, a complaint may be initiated if a period of 20 working days has elapsed without a response having been received.

The complaint may be submitted through the complaints and suggestions procedure relating to the operation of the public services managed by the Bizkaia Provincial Council, as well as through the other options set out in Law 39/2015, of 1 October, on the Common Administrative Procedure of Public Administrations.

Complaints will be received and handled by the Administrative Information and Documentation Service.

Optional content

Bizkaia Provincial Council is aware of the importance of accessibility on the Internet, which allows anyone to access the contents of Bizkaia Provincial Council. For this reason, it tries to comply with accessibility and to improve every day.

There is currently some content that is not accessible, mainly due to technical complexity or the technological difficulties that currently exist, although the aim is to progressively achieve accessibility compliance for all of them.

This website applies the requirements of the UNE-EN 301549:2022 Standard considering the exceptions of RD 1112/2018.

It has been programmed in accordance with the international standards HTML 5, CSS and WAI-ARIA.

This website is also designed to display optimally on the major mobile browsers, namely Chrome, Firefox, Safari, Edge and the native Android browser.
